The regulation behind the Digital Product Passport

ESPR is changing how products are documented in Europe

The EU’s Ecodesign for Sustainable Products Regulation creates the framework for new sustainability and product-information requirements, including Digital Product Passports. The exact requirements will be introduced progressively by product group through delegated acts, so the data and timing will differ depending on the product.

  1. For product groups covered by future ESPR delegated acts, a Digital Product Passport can become a condition for placing the product on the EU market. The passport data must be accurate, complete and up to date.

  2. The ESPR framework requires the passport to be connected to a persistent unique product identifier through a data carrier placed on the product, packaging or accompanying documentation, depending on the applicable rules.

  3. DPP data is designed to be interoperable, machine-readable, structured and transferable. Different actors - from customers and manufacturers to repairers, recyclers and authorities - can receive access according to the rights defined for the relevant product group.

  4. The Commission’s first ESPR Working Plan prioritises categories including iron and steel, textiles, tyres, aluminium, furniture, mattresses and ICT products, with indicative work beginning across 2026-2029. The specific obligations for each category will be defined in later product-specific rules.

  5. Start before the deadline

    ESPR compliance takes time. Begin structuring and validating your product data now, so you're ready when the requirements reach your product category.

The Digital Product Passport is being introduced progressively across product groups. The first mandatory product group is certain batteries, while additional requirements are expected to follow under ESPR and other EU legislation.

Indicative timeline

Adoption dates are not the same as compliance deadlines. Timing may evolve as legislative and technical work progresses. ESPR product groups will typically have a transition period of at least 18 months after the relevant delegated act is adopted.
